Plus, snowbirds and people from cold winter states or cities are eager to move to Phoenix, especially after escaping inches of ice, snow and storms. Who can blame them when within two hours drive, there is a 25 degree differential if they want a change of scenery. (When speaking with folks, few realize that Arizona has four seasons.)
